Yes. Some voltmeters read higher volts when the voltmeter battery is low. Use a different voltmeter or put a fresh battery in the volt meter or test voltmeter against a known dc voltage to see if the reading is accurate. After this start thinking it is the alternator regulator.

SOURCE: 1997 park ave battery dies over night

I just posted my experience in another place on this site but on my 1992 PA the accessories relay stuck closed. This relay is the one that allows you to listen to the radio etc and keep things on until you open the door then all shuts off. When it is stuck closed accessories keep running until your battery drains dead. The relay was replaced and all worked great.

1997 buick park ave.wont turn over. battery ran down, tried to jump start it,Got the same results, key turns, everything lites up,the panel info reading 12.9 volts,It doesnt even click.

Try an put the gear selector in neutral , could be a park neutral safety switch problem . If that doesn't do it ,maybe the starter relay .Do you know how to test electrical circuits with a voltmeter ? Voltage drop test the starter main battery cable .

My 1993 want start or turn over buick park ave.

Check the battery connections and the battery itself the battery must be charged and tested, clean the battery terminals charge the battery and try to start, if no luck take the battery to an auto parts store to have it tested for free replace battery if neccessary, always wear safety glasses when working near a battery. If the battery is good and connections are good replace the starter, but you may want to check the connections at the starter first before purchasing a starter there may be corrosion on the connections.

1997 buick park ave had to charge battery now dic will only show odometer reading

You probably got a spike when disconnecting the cables from the battery...the other thing that might have spared this problem was to take the battery cables off while charging.
