You need to replace the regulator. The plastic guides break and the whole regulator is the only way it is available.

Is there an adjustment for the cable on the power rear window

No adjustment for the cable. It is most likely frayed/bound up within the motor or one of the window guides/rollers. Replacement will be necessary

Where is idler pully located

an idler pulley is any pulley that just spins but does no work; that's why it's called idler. look for any pulley or roller which is there just to route the belt somewhere, not attached to any pump or motor or compressor or alternator or water pump, etc. I'm telling you this way because sometimes there are more than one.

Driver side window will not come down. when I press button to roll down dome light in car comes on.

The most common problem with Cabrio auto windows is the Window regulator. Each window has it's own. My wife also owns a 2002 Cabrio, that had a mis-behaving window driver window and the passenger was locked in the up position. After inspecting the drivers window, I found one of the cable roller guides was broken, causing the cable to snag when using the window open / close, and resulting in the window seeming to have a mind of it's own. I had a local garage order the regulator for me, and then I disassembled the drivers door and installed the new regulator (problem is now solved).
The passenger window was bound up, I also had to remove the regulator and let loose the tension in the cable system by carefully removing the cover over the cable roller. This window works fine now as well.

Power winddow wil not move up down

you may have stripped the gear on the electric window motor or the cable(if it works by cable) has come off its rollers in which case you will have to replace the lot as a unit as that is how they are sold.
If it doesnt operate on a cable setup you may have broken rollers which run in a metal track inside the door

On my 2002 vw cabrio, the drivers side front power window works intermittently - mostly won't work. Passenger side is fone as are the rear power windows. Is this a switch problem?

Power window binding up when going up and down, replaced window guides that were broken, put cables on roller wheels, without window on works fine, put window on and binds up.

Try silicone spray on the rubber pieces and white lithium grease on the tracks it may help unless the regulator is being distorted when the window is on and thus not aligned properly.

Power windows

Once this device has failed (broken); you need to replace it. Once the cables are off, the regulator is beyond repair. This is a common failure with this model Camry; I regularly stock several window regulators in the parts dept and replace 5-6 a month.
