Its not the motor, its those plastic gears. See my other post about how to fix.

IT IS EITHER THE RELAY OR A BAD MOTOR. THE RELAY IS IN THE FRONT NEAR THE BATTERY BOX. IT WILL BE BLACK THINK ITS LIKE 4"X4" WITH A LARGE CONNECTOR RIGHT IN THE MIDDLE

SOURCE: headlight fuse 1998 firebird
The fuse box you are looking for is under the hood. You will find a black square box and it should say FUSE on top. Take the lid off and the cover should have the location of the headlamp fuse. If it is not the fuse/breaker it could be a bad dimmer switch in the column.

This problem is caused by the headlight gear being stripped. If you go on ebay, there is someone who sells brass headlight gears. Once you put the gear in, you will not have this problem again. . . unless the other gear goes bad. It's usually the driver's side headlight that does it.
