Ok a few things to check, there is a thin wire that runs to your starter motor (chek to see if it connected. there is also a big fat usually red or black coated wire that is main power from battery), the thin wire is known as the excita wire it transports the signal from the ign. barrel, if you turn the key as if to start the car and there is power to that wire then your starter motor solonoid and possibly the starter motor in its entirity is stuffed. on the otherhand if there is no power to that wire there is a starter relay and it should be in your main fuse box, this may be faulty, if none of these work go back to the loom behind the ignition barrel and see if the barrel itself is faulty, hope i have been of some help

Fuse box not having power to some fuses

You need to get a wiring diagram and find out the source of electrical power for the fuses that don't have power. Source may be another fuse, but more often it's a relay. But a wiring diagram should show you where to look.

06 Colbalt Electrical System Dead

I would go to the positive terminal on the battery anjd check for black hard build up on the post and inside the terminal. This is lead sulphate and cause a high resistance to any high current flow. Clean both with sand paper until shiny and refit and tension properly. Do the negative also as it will have build up but to a lesser degree. If the battery lead runs through a connection box Check for tight connections there also. As to towing most towers have a wheel rack that fits under the tyres and lifts them clear of the road so it can be taken to to a shop.

Whole Electrical system shuts down when ignition key turned

Try cleaning the battery connectors at both ends and make sure the ground at the frame is clear of rust. If that check out, drop the starter and have it bench tested
