Question about 2003 Ford Windstar
I have the same problem with the blend door, if i manualy reach up by the gas pedel i can switch it to go out the panel, i pulled the controls out and i dont think im getting vacuum on the lines.
i bought a haynes book DOESNT HELP AT AT ALL ABOUT THIS PROBLEM

I had the same issue with my van you need to remove the radio ,I got a special tool from a friend and once you remove the radio you will see a square white motor that does all the air control remove it and you should be good to go . I got 3 actuatorw at a local wreckers for 10 bucks and I think it took me all but 15 min to replace . The hardest thing was to remove the radio, but simple with the right tool

The dash does not necessarily have to be removed, first check all vacuum lines to the inside of the vehicle. and any others you have access too.
sometimes you only have to get the dash to move out a couple inches to get the blend door actuator. and it may need a blend door too as the pins are susceptible to breakage also.
it is best to get a book for your specific vehicle. Haynes ,Chilton books are widely distributed through auto zone ,checker ,pep boys.
