yes, i replaced the fuel pump relay in the relay box under the hood. I pulled the grey plug off of the computer board and grounded pin # 19 and the fuel pump cuts on. That tells me the wiring to the pump is good, but for some reason the computer board is not letting the circuit complete, i replaced the computer board too and still the fuel pump will not run.

MAKE SURE DISTRIBUTOR CAP ,ROTOR, SPARKPLUGS AND WIRES, OKAY IF ALL HAS BEEN REPLACED.IF NOT GETTING SPARK PROBLEM COULD BE IGNITION COIL FAULTY, ASD RELAY FAULTY,DISTRIBUTOR WITH CAMSHAFT SENSOR FAULTY OR YOU HAVE FAULTY PCM. CODE SCAN VECHICLE FOR FAULT CODE, IF YOU ARE GETTING SPARK PROBLEM IN THE FUEL SYSTEM, CHECK FUEL PUMP RELAY AND FUSE MAKE SURE FUEL FILTER BEEN CHANGED AND FUEL PRESSURE IS 39 - 41 PSI. CHECK FOR FUEL SPARK SEE WHAT GOING ON, VECHICLE NEEDS FUEL OR SPARK TO RUN IF ONE NOT WORKING ENGINE WILL NOT START.

It may be the ASD relay (auto shut down relay). They are not expensive, and I would replace it and see if this is the issue. It seems you have covered everything else as far as part replacement, at this point, the ASD relay is most likely the issue. Unless there are DTC's stored in the PCM?

How do you know what you're hearing is the fuel pump? I'd say it was weak or failing, it's what happens. Have the pump and filter replaced, it's not that expensive and an OEM pump from ebay will last a LONG time.

Does the vehicle have spark ? If it does it is not the crank sensor . The ignition switch supplys power for the fuel pump relay directly ,ASD has nothing to do with it . The PCM - engine computer energizes the fuel pump relay by supplying a ground - if it see's a crankshaft postion sensor signal an if no anti-theft system problems . Do you know what a wiring diagram is ? Here free one's http://www.bbbind.com/free_tsb.html Enter vehicle info . year , make , model an engine size . Under system click on engine , then under subsystem click on fuel controls . Click the search button ,then the blue link. Third diagram down.

if it starts using ether, it suggests a clogged fuel filter. You need to know what the true psi value is across the fuel rail. you can rent kit from major auto parts stores. be it remembered that many cars nowfays have 2 fuel filters- one in tank and one on frame or firewall. a quick check is back pump air through your fuel line till you hear bubbling. recheck fuel pressure and note diffetence. if it goes up you probably icked up larger debris on the screen.

Where is the location of the fuel pump reset switch on a 1996 Jeep Cherokee Sport?

You don't have one on there. Pump is turned on and off by the automatic shutdown relay and the pump relay. The crank sensor signal keeps it on. If the asd relay does not get a signal from the computer (from the crank sensor), it turns off the pump relay (and spark).
The pump should run when you first turn the key on. When you start the engine, if the computer gets no signal from the crank sensor it will shut the engine off (no fuel, no spark = off)
If when you first turn the key to on, you can't hear the pump, likely either the pump has failed (check power at the pump harness) or the relay is bad.(swap relay for a known good one and try it).

check the power-wire to the pump and also the ground, replace the wire's if need be, sounds like its not getting power, make shure there is power from the fuse box were the fuse plugs in, could be a jumper-link inside the engine compartment from the regulator . good luck
