You have a vacuum leak and the air is trying to go to the defroster because that is the default position(no vacuum). Locate the small black vacuum line that goes thru the firewall near the heater hoses.
Trace it back to the vacuum reservoir and then to the intake manifold and inspect for a leak. I suspect the reservoir itself is the culprit. It is located either on or beneath the RH front fender splash shield.

1995 2500 chevy truck is hard to start once it starts acts like it wont kick off surges and blows white smoke what could be problem?

check for a coolant leak as white smoke indicates burning coolant. it could be a head gasket or cylinder head problem. this can also cause a hard start as coolant won`t burn like gas. to do this you will have to get a head gasket test done.

If your A/C is blowing weak:

1st: make sure you have the fan up all the way, and you're A/C is on the MAX selection. If it's on Normal A/C it will blow lightly even with the fan up as far as it will go - however - if your heater blows strongly, but he A/C on MAX does not - you may need to replace the blower motor (usually installed on the passenger side, on the rear firewall, or under the dash on the passenger side (near heater core).

Also consider the fact that the engine has to work a little harder to operate the A/C pump, as it is having to cool the air faster (on normal); it is recommended that while driving, to run A/C on MAX as the A/C pump doesn't work as hard to cool the air - and does not use as much gas.

Please let me know if you need further assistance.

When i crank my 96 taurus sometimes it floods out and wont crank.

Too much gas won't make it hard to crank. To thick oil or not enough antifreeze will. If it's flooding, slowly pump the gas pedal to the floor 3 times and then with the pedal held tight against the floor, crank the engine. This will open the butterfly wide open and will blow the extra gas out.
