I already had a tune-up 3 weeks ago, gas filter was changed. spark plugs were changed. EGR valve was changed. Then last week the catalyst converter clogged on me. It acts like it don't want to start sometimes but then it does. I was told it is the ignition control module doing all this

Ya know how long it would have to run with either or any real problem before it would kill the cat? ...still doubtful unless it's been running with a cherry red pipe or blowing black smoke out the back for a month or more.

Could be. Basically anything that makes the fuel mixture rich can contribute to the converter getting clogged by sending unburned fuel into the exhaust. So things like dirty air filter, weak spark from weak battery, bad plugs, spark cables, rotor, distributor cap, o2 sensor can add to problem. So yes ignition control module would be a suspect to get tested.

The o2 sensor will cause too rich a mixture and that may do it. too lean a mixture will get the cat really hot

Check engine PO460

This code indicates a catalyst problem. Most likely the catalytic converter is bad. You could replace the Oxygen Sensors which might solve the problem.

Other Possible Causes:
- Three way catalyst converter Bank 2
- Exhaust tube
- Intake air leaks
- Fuel injectors may be faulty
- Fuel injector leaks
- Spark plugs may be faulty
- Improper ignition timing
- Engine Control Module (ECM)

P 0430 & p0420 catalyst system

here are some solutions to your codes and possible causes, maybe you have seen these pages already. when you say the converters are punched out, does that mean there are holes in them? a scan tool does not cause trouble codes, it detects them.
