Question about 1999 Mercury Cougar
99 cougar blower motor problem (not blowing at any speed) have ran a jumper from battery to the blower and it spins. Have tried a different resistor but still doesn't operate. What might the problem still be? All fuses are ok. Our stereo has quit working as well but sometimes plays as car is started. Could both of these problems come from a bad accessory relay or ignition switch problem? Thanks
Use the diagram at the link below. First check fuses 23 and 37. If good, pull out the blower relay and probe the relay socket with a voltmeter or test light. Turn the key on and turn the blower switch to high. There should be two hot terminals in the relay socket. If good, move your red lead to battery positive and probe the other two terminals. One should be solid ground and the other should show a few volts. If all good, push the relay back in to see if it clicks. If it clicks, move to the blower motor connector. Put your black lead to chassis lead to ground and probe the terminal with the purple wire. It should be hot. If yes, the problem is at the switch. Verify that yhe switch is getting ground on the black wire at the control head connector.
If you can run these tests, you will find the problem. Let me know if you get stuck.

The blower speed controller is located under the hood on the right or passenger side on the heater housing just to the side of the heater hoses near the very back of the right cylinder head.
Yes that would cause the concern you are having.
