When idling,the battery output is a little less than the alternator.the increased voltage difference should not blow the fuses though.
due to the fact that the truck is old,there is probably a corroded socket issue in the rear lights.

in other words,a shorted wire or socket that moves when you drive it,causing the fuse to blow.
instead of a fuse,wire a 12 volt 25 watt bulb across an old blown fuse that is open.
use enough length of wire to run it into the cab. then drive it.when the short shows up,the light will come on.in normal operation,the bulb acts a resistor and glows very dim.however ,if there is a short,the bulb glows bright,limiting the current to the rating of the bulbs wattage
p = power e = voltage i = current in amps
so the equation is..
p = e x i 24 watts = 12 volts times 2 amps and a 12 watt bulb limits a short current to 1 amp.
good luck with it.

Short in the wires will need a wiring diagram and ohm/volt meter to locate the problem, test lights work well to.
you will need replace the fuse with a light bulb so that the power will not go away. and you will have to search for power going straight to a ground source.
usually a raw wire from rubbing somewhere. can do a quick visual inspection first for the obvious, and then use the meter at certain points till you find a volt drop.

Can't believe FORD would just replace the fuse an send you on your way ! You must have not wanted work done they suggested . Cost too much for diagnostic's ! Because I work at a ford dealer , you have a short to ground somewhere in the insturment cluster or wiring .Why didn't you have them fix it ? An what is it you want to know ?
