How tight do i torque the nut that goes on the end of the pinion on my 1999 dodge 2500

I found 210 foot pounds. This must be done accurately, so clean and lub the threads if rusty.
Make a long bar with 2 holes in it that you can attach to the flange, so that you are not putting this pressure on the differential or rest of drive line.

What is the pulley called that is to tighten the belt on a 1998 dodge ram 1500 4wd truck?

The accessory belt tensioner is what keeps the accessory drive belt tight, or you can purchase just the accessory belt tensioner pulley separate, however the complete unit should be replaced.

1999 dodge caravan, when I drive thru water, the belt slips off

you need to check or probably replace the belt and automatic belt tensioner ,it is not keeping the belt tight.

Can you drive a 1999 Dodge Ram 2500 Cummings Diesel truck around without an air compressor?

no unless you can leave the compressor on the motor without having it hooked up. The air compressor has a pulley that has to be there for serp. belt. unless you can find a belt that will fit bypassing the motor but you still have to use the tensioner!
