If the motor runs then you should have suction at the ports on the carb as your intake manifold supplies the intake vacume.

On the radiator support, you'll find the vacuum diagram , easy as a road map to read, for some. If this is a replacement engine, go with the basic line configuration of; vacuum advance, automatic tranny vacuum line, temperature controls if vacuum operated, fuel tank canister. Don't be surprised to see you can block a number of vacuum fittings off the carb. If emissions is an issue, you will want to google the info. List the name, make, model and search on google for the vacuum diagram

Does it happen if you unplug the EGR ? It could be a vac leak or a problem with the cruise circuit in the carb, even tho it has been rebuilt. You may need to hook up a vac gauge to watch the engine vac.

check for a vaccum leak. you can use carb cleaner around the side of the carb and around vaccum lines. if it lowers the idle or kills it `its a vaccum issue easily fixed. could also be low quality fule try running a carb/ fuel injector cleaner through your fuel. if none of these work then id goto a more expensive solution.

Backfiring is a timing problem. It happens when one of the cylinders fires while one of the valves is still open. Your timing should advance as the rpm's increase. Carburated vehicle have what's called vaccum advance and if that vaccum advance line is disconnected it will cause what you describe. There should be a vaccum line that connects from the carb to the distributor that controls your vaccum advance. The sputtering at idle is also probably a symptom of a disconnected vaccum line.

81 jeep cj7 wont start after rewiring

check this,
remove a convenient spark plug, stick it on it's wire and place where you can see it, stick you finger over the spark plug hole and have a friend crank the engine, note whether the air blast and spark are the same instant if not the distributor's out of time

Most of the vacum hoses were gone or ports on carb. were plugged.Need a diagarm of were the hoses go on a 1983 Jeep CJ7 with a 258 inline six with a 2 barrel Carter carb.

Most vacuum hoses are colour coded nowaday, not sure about your one, so look carefully at the end of each hose for coloured dots or lines that should line up with the ports also
