The car is in Limp Mode. It gives just enough to get you to a garage. The ECM deems the fault can seriously damage the engine and is normally a fault with one of the main sensors. The only way to diagnose is to connect a professional grade scan tool computer to the OBD2 port and read the DTCs (diagnostic trouble codes). They start with a 'P' and have 4 numbers.
The only way to diagnose strange things like that is to get an auto electrician to look at it. His pro grade scan tool computer can diagnose the functions of the ECU and all electronics.. New ECU need programming on the vehicle when they are replaced.
It doesn't say anything it just gives a fault code for a circuit or system. You can have a sensor issue or a wiring issue or the computer can be faulty. You use a scanner to watch the signal from the crankshaft sensor to determine if any signal is being generated.

There is a short and the fuse is protecting the wiring from burning.
Substitute fuse for a circuit breaker and / or place ammeter or clamp ammeter in circuit to monitor current draw and avoid replacing many fuses while diagnosing problem.
Then
Determine what devices that it powers and disconnect each till your meter current drops.
