Question about 2002 Saturn Sl
Your fuel pump is in the gas tank, You should be able to hear it begin to pump with the key in the on posiiton (not start) You should hear it pump for 5 seconds.
Also replacing the fuel filter is a good idea as well.
The valve you are talking about should be tested with fuel pressure tester. It should be about 75psi.

If the saturn set for 1yr it probally has a faulty fuel pump from the fuel deterioration. It should have pressure at the rail at the shader valve.Should be around 34-46psi engine off key on a few key cycles. The fuel filter is replaceable on all S-Series Saturns.Located on the drivers frame rail back near the fuel tank.It is also the fuel pressure regulator on 98-02 Saturns. You may have to get that from your local saturn store.I have seen pumps dead from long term setting!!
