My 1997 honda cr-v has had a problem with idle air control valve for a long time.the code is 14-1 idle air control valve-circuit failure.i replaced the idle switch yet the the light still comes on and the vehicle stalls in the morning before it behaves normally.two auto electricians have suggested replacing the ics in the computer since its not sending the correct voltage to the idle air control valve.is this helpful or just another non-working theory?

Symptoms: Engine Light ON (or Service Engine Soon Warning Light)
- Engine hard to start
- Rough or erratic idle speed.
Causes: Dirty throttle body
- Electric throttle control actuator misadjusted or damaged
- Faulty Electric throttle control actuator
- Intake air leak
- Poor electrical connection to the Intake Air Control (IAC) valve.
Solution: If
there are no intake leaks, clean throttle body, adjust engine idle and
erase engine code. If the code comes back you may have to replaced the
Electric Throttle Control Actuator (Motor) to repair the problem.
It could be the main relay and/or the ecm. Or it could be the distributor timing off.
Could be the ignition switch. Honda issued a recall on 1997 CRV ignitions in 2002.

1)is the IAC new or used? 2)did you clean the IAC's air passages in the throttle body? sometimes those carbon deposits can be significant. shoot throttle body cleaner in there until most of the black is off 3)the IAC circuit is completely bypassed during acceleration because of air passage through the main throttle flap, therefore it is normal that acceleration is unaffected in spite of a problem in the IAC circuit
