1996 Grand Voyager 3.3L Over Heats

Radiator fans only turn on if car heater is on third nob turn. Radiator fans wont turn on if car has heater on. The car then over heats and wont turn on till it is cool. I have flushed the radiator, changed the ECT (engine coolant sensor) and still it refuses to turn on the radiator fans while normal driving.

Same Person - I changed the relay, thermostat, fuses, all relays under dash. Not to mention just to get to the relay i had to remove the whole front bumper after spending $65 on the freaking thing. Still the fans refuse to turn on when the vans ac or heater is off. some one please help... I replaced the ECM 5 years ago and it cost me $900. trying to avoid that again. Some please help.

Dodge Caravan is notorious for failure of the electronic cooling fan control module (AKA cooling fan relay). This is not a "relay", it is a solid-state control unit, but many people call it a relay anyway.
It is mounted on the inside of the left frame rail just behind the radiator. You have to look up from UNDER the vehicle to see it. It looks like the picture below. The picture shown is very close to actual size.
