What kind of car?

Sorry I didn't see when I first posted what kind of car you had. The brake lock switch should be incorporated in the brake light switch on the brake pedal the switch is probably going bad and shouldn't be too hard to replace.

Why my 2007 police crown Vic won't shift out of

All 2000 and up vehicles utilize a Solenoid which is powered by depressing the Brake Pedal to allow the Shift Lever to be move from Park to any other position. Is the Shift Lever located on the Steering Column or the Floor? In either case typically the Solenoids used by Ford do occasionally go bad. I highly recommend having a certified technician replace the solenoid.

There is a switch on the brake pedal lever that ties all of those components together. Most likely switch was hit with driver foot and jarred loose or broken.

Idea was to prevent someone from starting car or moving car without the drivers foot on the brake. Often brake lights will not light up. Fix that part and everything will release.

Frozen shift gear

sounds like you are unable to take out of park- if so there is an interlock in the console that prevents you from putting it in gear unless you have foot on brake. you may need to replace switch at brake pedal or the interlock itself. in the mean time there should be a small round cover on top of the console about 3/8 dia, take a small screwdriver and remove, then press down on lever on the inside while depressing brake, this should get you going for now

1995 crown vic gear problems/gear shift wont lock

most likely the shift tube bushings are bad- you may have also lost a few screws in the shift tube or they could just be loose. you have to pull the steernig column down to inspect/repair it.
