If the gas flows all the way to the carb but no gas is spraying, than there is a clog in the line, or the nozzle, or you may have a dirty or debrit in carb itself.

Jeep wrangler is using too much gas

I have a 4cyl 97 jeep wrangler. My fuel economy went from 75-80 miles per 1/4 tank to 55-60 miles per 1/4 tank of gas. I traced this to a bad coolant temp sensor (replace twice), and fouled O2 sensors believed caused by my self by placing too much oil on spector air filter (now wipe off excess and let dry in sun), and using carb cleaner and or gas treatment (stopped using). fuel economy went back up to 75-85 miles per 1/4 tank. (also disruption of sensor input/output signals didn't help from battery sliding into computer wiring harness, which I cured by placing a 1" spacer on rear clamp to keep battery away from computer.)

Yesterday I replaced the carb on my 89 jeep wrangler. Twice. Both times when I turn the ignition over it doesn't start but instantly floods the carb with gas. Why and how do I fix this?

Sounds like a stuck or defective float.(perhaps a hole in it). Also check the needle valve for operation and if its installed correctly. That is connected to the float

I want to spray carb cleaner in my 89 Jeep Wrangler:

No you do need a diagram, remove the airfilter, have some one start the car with high idle rpm and spray in the throat of the carb and also on the outside, that will do it, if not get a carburator kit, and remove clean, change gaskets of the carburator

89 Jeep Wrangler when I accelerate it hesitate slow down its fine, accelerate it hesitate, and sometimes it will ****

Start by checking the choke. While the hood is up reach in to the carb and give it the gas.If the choke is normal then check your distributor cap for cracks(especially hairline ones, then check your rotor etc.
Best of luck
