Question about 1996 Ford Windstar
I would say the brake light switch is bad. I'm not entirely familiar with that exact model but the switch likely sends a signal to the shift interlock solenoid which allows the shifter to be moved, it also sends power to the brake lights. You could try removing the connector on the switch, jumping it out and see if you have brake lights and if the shifter moves. The switch should be about $20-$30 from the dealer.
