The turbo itself will have to be replaced.

It is burning engine oil, if it is turbo charged the turbo has most likely broken the shaft.

Black smoke in the exhaust and in high rpm white on passat 1.9tdi


this case , you have to check turbo charger , when high RPM white smoke means lubricate oil goes to engine so give white smoke . on low rpm trubo close coming black smoke means no enough air gose to engine so this need to replace turbo . some type of turbo can be clean the wase gate ( which open with diafam beside turbo) make sure it's moving when accilerate. check vacum is ok . then clean wase gate > only some type have wings inside )if no replace turbo

White smoke is usually coolant, oil is usually a blue color, most turbos r cooled by coolant so U may have a coolant leak in the turbo, may B a seal or crack in the turbo. Check your coolant level occasionally to C if it drops.

Car smoke white when idle and nothing when driving


Engine also smokes when car driving if turbocharger still faulty. Did you change the engine timing belt (the timing belt kit) meantime? What about engine oil consumption? When engine glow plugs (one or more) burnt then engine exhausts white smoke at idling. Also white smoke at engine idling when water is still present in diesel fuel.

White smoke from exhaust


If you are getting clouds of white smoke out the exhaust it is a good indicator of antifreeze getting into one or more of the cylinders. I bought a "Great" car sight unseen from a friend once and when he pulled in the drive the whole car disappeared in a cloud of white smoke that only left when he shut the engine off. I found head gasket leaks in half the cylinders. It takes very little coolant to cause the white smoke. If you are absolutely sure of zero coolant loss perhaps the smoke is a little blue--an indication of burning a little oil from a sloppy turbo bearing. Try the nose test-- it may give you the answer. Burning oil has a distinctive smell.

its sounds like a leaking head gasket. check the coolant to see if there is any oil in it or if the coolant is low. if its loosing coolant with no visible leaks, its probably leaking into the cylinders. best thing to do is check the compression. its should be around 170 psi with no more than a 14psi difference between cylinders.
