Keep in mind with a/c off fan does not run all the time so verify that fan does not come on with air on then go from there possiable new fan motor

    sounds like you need a fan motor if it is not the fan motor relay, also a gm fan does not come on until well over 200 degrees can remove fan and power it up and see if it works by using a battery
