SOURCE: Emission system codes

P0421 - Warm Up Catalyst Efficiency Below Threshold (Bank 1)
P0171 - Fuel System Too Lean - (Bank 1)
P0446 - Canister Close Valve Malfunction
P1191/P1193 - Limp Home Valve - Low RPM
Before replacing the catalytic converter (bank 1 next to the firewall, Bank 2 is near the radiator), you'll want to verify it is bad (most likely is it sinse you also have a 'lean' code for Bank 1 - probably clogged). This can also cause misfires and engine stumble (low RPM) that's probably where the 1191/1193 occurred. The final DTC, P0446 - Canister Close Valve Malfunction, could be the valve itself, or the wiring between it and the PCM. Check the connector & pins for any damage/corrosion.

Hope this helps

PO 455 and PO 128 codes. What is wrong with my truck?

P0455 is indicating a leak in the Evaporative Emissions system, a common reason for this is a loose gas cap.
P0128 is indicating that the engine is not coming up to operating temperature, a common reason for this is a stuck open thermostat.

PO 1665 code 1998 Buick Rivera, PO 440 code

EVAP is for Evaporative emissions control system, so no this is not EGR, that is Exhaust Gas Recirculation system, as far as the P1665 goes it is related to the other trouble code P0440, u will need to replace the EVAP system Purge flow control solenoid. This should correct both problems after u replace the part disconnect the battery for 5 min's to reset system.
