It could be a significant air leak somewhere. It could be a vacuum hose-cracked, loose , broken, or not connected. Or an intake manifold gasket leaking and sucking in air.
Vacuum leaks from hoses often make a hissing or whistling sound, but not always. Check all your vacuum hoses coming from the intake manifold. A carbureted engine means those hoses are pretty old, unless they've been looked after and changed when needed.

Get a spray can of Brakekleen (brake cleaner). You will want the engine running while checking for a leaking intake gasket. Spray all around where the intake manifold mounts on the engine, over and under as best you can. Use as much as you need and listen for a different pitch in engine rpm when the spray gets sucked in and mixes with the mixture already in the intake, going into the cylinders. It should change pitch if a leak, may even try to stall, so be ready to throttle up a bit. try to keep a steady ...off idle, maybe since it idles so odd already.
Losing power could also be caused from a lean, lean burning engine. Vacuum leaks will do just that-lean out the mixture too much. There's a better remedy for this: go buy a $20 automotive vacuum gauge. Once you learn how to use it, you will appreciate what it can tell you about the engine's condition. SOURCE: high idle 1997 Madza 626 4 cylinder auto transamission

The PCM controls idle speed to ensure good driveability. The PCM will only attempt to maintain the desired idle speed when it “knows” the throttle is closed. A throttle switch or the TPS input is used to determine when the throttle is in the idle position. Motors and solenoids are used by most PCM’s to control idle speed. Many PCM’s are programmed to attempt to control the idle speed by adjusting spark timing and then by controlling the idle speed actuator. Some computers of the early 80's did not control idle speed.

SOURCE: the idle goes high and low

there was a tsb on those for the neutral switch. it can cause all sorts of funky problems. usually you get a check eng. light with egr code and imrc code. can cause erattic idle, stalling, and alot of confusion. it is located behind a bracket under the transmission. you can check continuity wile putting the shifter in and out of gear. also there in a tsb on the clutch pedal switch that can do the same thing. you can look under the dash and make sure that the rubber stopper is completely engaging an diengaging the switch, and you can check continuity there as well. hope this helps you... dustang

I have a 94 honda accord standard transmission. The clutch drops to the floor after about 4 or so pumps, I pull it back up with my foot and it gets pressure again. The master and slave cylinders are full...

If it loses pressure after a few pumps, either the clutch master cylinder and/or clutch slave cylinder are defective, or there is a leak elsewhere in the system. Also low RPMs and low power are usually due to the ignition timing being incorrect. An incorrectly installed timing belt can also cause low power.

You are going to need to start with a new idle air control valve. It is mounted on the throttle body on top of the engine.

Most likely your throttle position sensor is faulty. You could have a vacuum leak as well. Most probable cause is a bad sensor. Is your check engine light on? Have you checked your engine codes? You can go to autozone.com and register for full free online repair manual.
