I have a 93 honda civic ex and I have a misfire only on cylinder 1 and I have oil deposits on all plugs. plugs are brand new and I wiped my finger across them and they were wet.
Your piston ring is bad letting oil get threw and causing the plug not to spark.

SOURCE: 1998 honda civic ex sedan
remove rear seat, remove round metal cover, disconnect fuel lines and wires from top of fuel pump, jack up rear of car. remove gas tank straps, lower gas tank with a jack, install is reverse.....if you need to just replace the fuel pump you don't have to remove tank you Can access from under rear seat good luck and please rate -jeff

make sure they are tight
could be time for head gaskets
make sure the old gasket from the old filter came off the block sometimes they come off old filter and stick this causes a leak due to improper seal.
