In the drivers foot well behind the trim on the left side (right where your left foot sits when your driving) the air bag computer is under the passenger seat.

I installed a new steering column in my 2004 Pontiac sunfire and now it will not start. It tries then I beta back fire.

Anti-theft system isn't allowing it too .
The Passlock™ System is provided in order to prevent vehicle theft if the ignition lock cylinder is forced to rotate or the ignition switch is operated while separated from the ignition lock cylinder case. If starting is attempted without authorization from the Passlock™ System, the powertrain control module (PCM) will disable engine starting. Start disable may be in the form of fuel disable or starter disable, depending on engine application.
The components of the Passlock™ System are as follows:
• The ignition lock cylinder and key
• The ignition lock cylinder case, including the Passlock™ sensor
• The ignition switch
• The body control module (BCM)
• The security indicator on the instrument cluster
• The powertrain control module (PCM)

Smoke test the system . P0442 small leak .
This DTC tests the evaporative emission (EVAP) system for a small leak. The control module monitors the fuel tank pressure (FTP) sensor signal to determine the vacuum decay rate. At an appropriate time, the control module turns the EVAP canister purge solenoid valve ON and the EVAP vent solenoid valve ON. This allows the engine to draw a vacuum on the EVAP system. At a calibrated time, or vacuum level, the control module turns the EVAP canister purge solenoid valve OFF, sealing the system, and monitors the FTP sensor input in order to determine the EVAP system vacuum decay. If the control module detects a leak larger than a calibrated amount, this DTC sets.
EVAP Leaks P0442 and P0455

Dome light started staying on, then the headlights dimmed and car died. 99 Pontiac sunfire

It sounds like charging system failure to me. Most likely a bad alternator. The entire charging system needs to be checked including the battery, the battery cables and connections and the alternator and alternator circuits.

Just to help you understand.....the reason your dome lamps started coming on is because they are controlled by the Body Control Module (BCM) (AKA Body Computer) The body computer did not have enough power going to it to function properly and this is what caused your dome lamps to come on (Computers do all kinds of WIERD things when they start getting delirious from malnutrition).
Then as the charging system voltage got even lower, this is what caused the headlamps to go dim. Finally, the Powertrain Control Module (PCM) (AKA Engine Computer) did not have enough power to function proerly and this caused your engine to shut down.

Diagnose and repair the charging system problem and all should start working properly again.

anything related to headlamps, instrument lights, door locks, etc... is typically related to a separate module called the BODY CONTROL MODULE (BCM)
