Sounds like air to me... There is sometimes a blead valve on one of the heater matrix pipes. If so pressurise the system and open the cap valve... lock up the valve when only coolant is coming out. If not then you can either vacuum the system with a special tool or run the car with the expansion bottle cap off andthe heater control on hot to try and release the air from the heater matrix.

It could be air but it could also be a faulty radiator cap

My 02 chevy cavalier overheats without a sign of leaking coolant

Not sure I am with you on this. The cooling system is designed to run between 190 and 210 as a normal range. Above 210 and the radiator fan should start up. Anything over 230 is considered Hot.
Is the radiator fan coming on around 220 degrees ?

Replaced water pump, heater core, flushed lines, replaced radiator...car runs about 195 temp blows good air in the car but air is cold. Lines will burn your hand if you touch them but no heat in the...

Check heater control valve to make certain it is opening and allowing coolant to get into the heater core.

This is usually located to the rear of the engine close to the firewall. Coolant hoses should run to it and away from it to carry hot coolant inside the car.
