You can unplug the wire at the electromagnetic coupler at the compressor so that it doesn't work. Hopefully you can open the heat door.

My 1999 Dodge pickup heater will not cut off

Depends on what you mean by "shut off".
If the hot air will continue to come out whilst the engine is running, either the dashboard temperature control is broken or stuck (not too likely) or the under-the-hood control is stuck/broken (more likely).
Locate the under-the-hood switch ( could be operated by a small black rubber vacuum line or by a wire) and see if it is working when you have someone else try it inside the car.
That control switch is located at the rear of the engine compartment by the fire-wall.
If the blower fan will not shut off, it would be the dashboard fan control is stuck or broken.
God bless your effort.

1993 gmc sierra knocking noise under dash when first turning it on and after turning it off

Gear is broken on the recirculate door. Just disconnect it and the racket will stop. Fixing it is a pain. Get at the problem by going in thru the glovebox..turn on your switch and you will see the offending part.

I have a 2005 Chevy Monte Carlo...which has dual heat and the heat on my passenger's side works but doesn't work on the driver's side.

There a heater control valves behind the dash which is either broken or have gotten stuck. The valve behind the dash act as on and off switch as as you would turn your faucet on and off. they tend to get stuck due to heat. The valve basically allowed hot antifreeze water to flow though the heater core giving you heat. when the valve broken or stuck open, the hot antifreeze will continuous flow to the heater core, therefore is the reason why you get constant heat. It a nightmare to fix, you will have to take the dash apart to get to it. the part run somewhere in 40 bucks. if your not mechanical incline, my suggestion would be the next time you get oil change from your local chevy dealership is to ask around those GM mechanic (Do not ask the Manager) and see who does side work; negoiate with him this way you will save big buck on dealership shop hours. Have only authorize GM to do the repair, not your local repairshop. Tearing into any automotive dashboard its every mechanics nightmare. Good luck!!!

either the AC\Heater panel switch on your center dash or the heater box vent door is stuck or not operating. Most likely panel switch or disconnected \ broken vacumm lines at back of switch

All i get from my heater is heat i cant turn the ac on, and when i turn off the heater it still blows hot air

Sounds like a stuck heater core valve. Find heater core valve. Under hood, find the two heater core hoses going into firewall. One of the hoses has a valve. Operate temperature control (full heat, then full cold) check that valve changes position. If not either replace valve or control system failure. Also, when temperature control in cold position, one hose should feel hot and the other cold. Temp fix: disable valve to close no heat or on heat.
