If both are flashing it at the same time it is most likely the common ground wire is shorted out. Look for a wire going from the rear of the light to the metal frame of the car. Ground wires are normally black so check the black wire coming out of the plug on the back of the head light bulb. follow it to the fastening screw and check the terminal end with the lights on to see if they blink if so clean end and secure well. Good luck.

Well you have replaced the 2 obvious causes.....Fuses and light switch, I would use a cicuitry tester to see if you are getting a live feed to the switch, if live coming in then the switch is still faulty if live not coming in then wiring could be burnt out or broken!

2003 Grand Prix electrical issues

when you lose the cluster and radio and temperature control and headlights, I would suspect a short in the wiring harness. If you hear a crackling sound and smell burning plastic this could be the issue. This is not my forte, but I have seen this before in trailblazers and bravada models.

Instrument panel on 2003 Honda CRV starts flashing when headlights are on

Have had a similar experience with my 2000 Ford Windstar. The extra load added by turning on the headlights affects the instrumentation power feed. The illumination flickers and the gages go crazy. Your 2003 CRV may have its original battery which is near death. It took me four batteries to stabilize things and I still get the flickers at night sometimes

2003 ford escape the daytime running lights constantly flash until the headlights are turned on. And now the battery light is on.

The flashing could be caused by the alternator...that would explain why the battery light is on.

Headlights don't work.

There is a circuit breaker inside the headlight switch body. It gets weak over time and use. The breaker is actually mentioned in the owners manual. A new switch is about $75.00 at the local parts store. You must remove the front of the dash to change the switch. Mine would go off and then in about 30 seconds reset and the lights would come back on. I would be driving down the road with my headlights flashing as the circuit breaker opened and closed. New switch = problem fixed.
