there is a fuze panel located behind glove box insert. the power windows and cig lighter are on the same line. try replacing fuze

That circuit breaker only has power with the ignition switch in the "ON" position. It does not have power in the ACC, START or OFF positions. The ORANGE wire leading from the ignition switch Pin "C" delivers the power to the Right Instrument Panel Junction Block where the window circuit breaker is located.

If no power to the fuse panel for that fuse and circuit breaker, you may have a maxi-fuse burnt out in the power distribution box by or near the battery. Check all your fuses under the hood.
