Not normal at all. Could be a connection problem at the air bag pre tensioners, the part where your seat belt clips in to when you wearing the seat belt, or could be the hooter ring contact that is not good or the airbag/s has been activated then airbag computer and seatbelt stalks that activated has to be replaced.
depending on which one it is, pass or driver seat, its within the female reciever of seatbelt. easier to remove seat and inspect wiring to pretentioner. check for open by unplugging it and check across connector w olhm meter. if no reading, its open and needs replacd. unhook your battery before attempting this.
inside your seatbelts there are small explosives known as pre-tensioners, when you crash these pre tensioners go off and pull you back into the seat as part of the SRS( supplemented restraint system) which means that aswel as new airbags you also need new seatbelts for your car.
