Have the whole system checked out, the relay is probably just stuck, but your thermostat may be malfunctioning, and your coolant may need flushing.

Audi fans stay on all the time

What do you mean all the time? when engine is running?
if you are on a hot climate the fans help dissipate excessive heat build up when the vehicle is stationary. what is the water temperature tell you when you are not moving?
could be that the thermostat is not 100% functional to fully open after engine heated properly and the computer attempts to remove excessive heat to prevent overheating of the engine or the engine temperature sensor is giving false readings that tell the computer that the fans need to be on to do the above.
i recommend that you do a scan of the engine, first to check for errors history, then if none are found while driving and afterwards stationary to see what the temperature reads are.

after engine shutdown usually they can still remain on up to a minute to eliminate excess heat from the radiator.

Temperature rise

Because the heater is getting cold, that indicates low coolant. It leaked out and the leak needs fixing, but as soon as the engine cools off, refill the coolant and keep it full. Never add coolant to a hot engine without the engine running. Your electric fan might not be working. The fan moved air through the radiator and air circulated the same way when the car is moving. Check that.

If you can see your water pump, feel around the neck of it for moisture. Any moisture there means the pump leaks and needs replacing. Some cars have the water pump behind the cam belt. You can't get to it without a lot of hard work- get that done by a qualified mechanic if you can't find your leak elsewhere, such as a leaking hose or bad radiator cap.

If your electric fan doesn't work, that might be the whole problem. Usually the fan relay fails before the actual fan. Replacing the relay will solve the problem if that's it. Good luck. China OBD2 car diagnostic tools wholesale on CareUCar

I have already replaced the radiator and thermostat but my 91 Honda Accord still overheats, why?

Run a cooling system pressure test. If you are losing pressure, then you will have to first locate the source of your leak.

With the engine started and the radiator topped off with coolant, does the radiator spout water out of the top? Does the spouting become more aggressive with engine revs? Yes? = Blown head gasket, or cracked cylinder.
No?- check operation of radiator cooling fan. With car stationary and hood up, run engine up to temperature and make sure radiator cooling fan kicks in before the engine temperature rises too high.

Wait till the engine is cold, remove the radiator cap, start engine and look for coolant gushing out of radiator or a lot of bubbles, its possible you have a blown head gasket.

It would not be abnormal, so long as the fan does not come on when you switch on from cold. The fan's job is to draw air through the radiator to cool the contained liquid to a suitable working temperature. The fans sensor is activated by the temperature of the coolant. If this is a problem which worries you, try driving as gently and slowly as possible for the last mile or two of your journey. If things are normal the fan should not run on switch-off as that 'trick' will have allowed the coolant to get below the fan-kick-in temperature before you stop the engine. If your vehicle has a temperature gauge use the rteading as an indication.

Check the radiator and the cooling fan. open the hood as the engine temperature rises does the fan come on. if not that the problem, Also do this As the car is warming up(from a cold start) near operating temperature, turn off the car, watch out for the fan, engine of key in your pocket fell the radiator is there any hot or cold spot? if there is the radiator is plugged. Also if the radiator isnt plugged new doesnt mean it works, the water pump itself can be faulty. and dont forget the most important device the Thermostat you did timing belt waterpump they should of done thermostat.

Cooling problems

It sounds like everything is working properly. The temperature will go up when idling. The wter isn't being pumped through the system as fast. When idling, the engine runs at around 750 rpm's. When driving, even at low speeds, the engine speed is at least double that. Make sure your antifreeze is set for at least 20° below zero.

Coolant fan not running

when diving in cold weather fans take longer to cut in due to cold air going through radiator will keep temp down,once stationary the cold air is not being forced through and the engine coolant temp will rise
