Volvo s40 1.8 noise from housing on rocker cover

The lifters are hydraulic on this model and as a result they are noisy for about the first 15 minutes after cold start. As a precaution I would just make sure to check your oil level as being really low on oil will cause the rockers not to pump up with oil as well. Oil pressure causes the rockers to expand under pressure via the oil pump. If the car has extremely high miles I would maybe have the oil pump replaced during next timing belt job.

I suggest you get the gearbox model number. Could be on the plate under the bonnet or on the gearbox housing.

This is an (almost) impossible task. The immobiliser ECU which reads the key communicates with, and is controlled by, the engine ECU.
It's not possible to just "bypass" the system.
I said "almost" impossible because with the right tools, knowledge and unlimited time it may be possible to capture the code of a useable system, then design and build a black box to respond correctly to the engine ECU, which would allow engine operation.
If you have lost your only usable key, you need to order a new one (as you haven't indicated your exact model, I can't give you the correct part number - keys are different depending on model/engine).
You will also need a dealer who can programme a new key to your existing vehicle.
If your existing vehicle has problems with the immobiliser, you may be able to find a Toyota dealer to interrogate your OBD to see what the issue is. If not, replace the key transponder unit, then the ECU.
I've assumed you know it's an immobiliser issue, and that you've done the usual wiring and fuse checks etc.

Losing power,tapping noise in valve cover. could it be the rocker arm and the cam?

could be bad lifters or loose rocker arms, bad oil pump or low on oil, possible bad cam (but not likely)
first thing i would do is check your oil real low oil will cause this
if oil is fine check for oil pressure if oil pressure is low assume bad oil pump
if oil prssure looks good look for bad lifters or loose rocker arms

Oil in the sparkplugs

Assuming it is oil on the outside of the plugs in the holes in the head, there are two places for oil to get in. The easy one to fix is the seals between the valve cover and head. A gasket kit includes the cover gasket and four large o-rings to seal the holes. Torque on the nuts is 10 ft-lb (I think). From personal experience, the problem is more likely the seals between the rocker shaft mounts (that also form part of the spark plug holes) and the head. Replacing these is a little more involved since the rocker assembly (and cam?) have to be removed. I periodically remove the plugs and clean the plugs, wire boots, and the holes, then reinstall the plugs. If mine makes it to 300,000 miles, I may replace these seal when I do the timing belt and water pump.
