Check to see if the moter is working on the washer by turning ignition on and activating wash you should hear it. if not check pipes to wash from resovour. if that fails could be blocked jets. clear with a pin.

Pecking noise and water in air filter

Rain water is not draining properly from the high level intake at the base of the wipers and is being sucked into the box containing the engine air filter. The solution is to clean out whatever is preventing drainage.

Don't know about the pecking noise.

Where does the long (30 inch) vacuum hose from the Air cleaner hook on?

You should be able to hear a sucking sound from where the line is supposed to go. Probably on the base of the carby. You can spray a little aero start around where you think the leak might be ie: carby. the aero start will be sucked into the open vacume port & the revs of the motor will change. Sorry I don't know exactly where it goes.

The a/c on my truck only blows cold air when i spray cold water on it

I don't think the orifice is the problem
& different refrigerant won't be either

You caused a change of state by spraying
the condenser. Tells you something, but not much

Have you put gauges on the system to check pressures?
Have you leak tested the system?

That is where you start

You have a leak that has to be repaired

We had water get sucked into air cleaner...engine the engine stater clicks once but doesn't turn there a sensor that would prvent engine turning over if water gets sucked in?

If enough water entered then there is probably enough water that it will not allow the valves to open. You will need to remove the spark plugs and **** the water out of the cylinders. I reccommend spraying wd40 or something like that so that the cylider walls don't rusted. With spark plugs out, try to crank vehicle over and see if that worked. If it cranks over then reinstall plugs and try to start. Good luck and let me know if that worked.

Rpm stay high when coming to a stop

Check out the MASS AIRFLOW SENSOR (MAF), it's located inside the air intake manifold right after the air filter assembly. It's a tiny sensor that you should use electrical spray cleaner on. Spray it and let it dry (10 min.), then reassemble. It should also make your car run smoother and get 5 more miles to the gallon. This sensor is never cleaned and can make an older car feel powerless. Once it's clean you'll think you have a new car. Oh, don't touch the sensor. Just spray it real good and let it dry.

Water not circulating,we put on radeator cap water pump ,intake gasket, flush heater core, engine radeator, reservoir

check to make sure the bottom radiator hose is not collapsing. sticking together. once it sucks together its like the thermostat being closed. the faster the engine turns the it sucks together. also make sure its not the clutch on the fan gone bad. if it has one. to ckeck ,look under hood at fan ,have someone to rev engine. make sure the fan turns as fast as the engine turns . if it doesn't it's a bad fan clutch. goe put a new one on.

300 zx twin turbo sucked water up in through air intake..what now

Easiest way to get water out of the motor is to remove the head and then manually remove the water from the pistons / head.

Remove the head and spray it with brake cleaner, let it dry first
and then be sure to put synthetic motor oil (same weight as before) over the dry metal to help lubricate it again. (The brake cleaner will take out the water/dirt and clean it very easily)

After that, while the head is prepped to go back on, using a cloth that doesnt have lint, **** up all the **** out of the cylinders - like the water / shards of metal / etc.

This is a very tedious task, especially with a 300zx because like you said, theres no working room.
Might wanna check your turbo for possible moisture (It can make it rust and become faulty)
