I'm guessing you mean the rear lamp. It's been a while since I've done this but I think you have to access it this way. Lift the gate and pull the carpet or maybe it's a cover away from the side of the panel inside. You should be able to see a either the back of the bulb holder or some nuts to remove so you can pull the tail light unit away from the body from the outside. Twist the white jobbers holding the bulbs and pull it back. You should have a clear shot at the bulbs. Push the bulb in and twist.

The 3rd tail light on an 96 Concord. Where is that located?

You do have a high level stop lamp. Don't believe I've ever heard of a high level or 3rd tail lamp? Start the vehicle, in park, parking brake set. Turn on your headlamps, look at rear tail lamps, anything out?

Does the fuse blow as soon as you plug it in or only after you turn on lamps?
Your front and rear park lamps and tag lamps all get voltage from the same source. When testing, did you unplug the front park lamps to see if fuse still blows? You don't have to blow all your fuses, you can a test light between fuse terminals, If the lite comes on, the circuit is still going to ground.

If you have a test light, you can check for power at the light sockets and connectors. If you have power, you can connect the alligator clip on the test light to the positive side of the battery and test for a faulty ground...Good luck!

BREAK LAMPS and PARKING LAMPS STOPPED WORKING

I know this may be a silly Question, so forgive me ...
Did you check the fuses? One fuse controls every thing you listed as being out.
You may also have to make sure your alarm is not interfearing with your diagnosing.
And yes these trucks do have light switch problems. I have often taken the cover off the back of the switch and cleaned the contacts with some fine sand paper.
It works about 4 out of 5 times.
Please let me know if this helps
