Bolts should go through the floor with a nut underneath the car. No need to try to access from inside.

SOURCE: I need to remove the rear seat of a 96 Lincoln Continental

Push the lower seat cushion toward the rear of the car and lift, there's 2 hooks approx. 12" or so either side of the center of the seat.
The seat back is held in with 2 bolt located on the lower outside corners.

You'll have to unbolt the seatbelts from the floor to completely remove the seat back.

Removing the seat back cushion from my 1997 Lincoln Town Car

The seat bottom needs to be removed before the seat back, and you can't get around that. You'll have to put your hand on the front vertical portion of the cushion near the floor of the car, and push it towards the rear about 1 inch, then push it up away from the floor. Your hand should be located at the center of where a passenger's body would be. Repeat for the opposite side. Once the seat bottom is out of the way you can access the bolts that hold the seat back in place, and then that cushion needs to be pulled up towards the roof.

Truck lock is jammed by briefcase strap. can i get into the trunk from the back seat? such as does the back seat fold down?

I searched the owner's manual and there was no mention of folding the rear seats down. If you don't have a manual, you can get one here: http://www.extendedgmwarranty.com/owners-manual/buick/1999-Buick-Century.pdf

You can remove the seats following the instructions below from autozone.com.
