Question about 2006 Dodge Charger
Heater blows cold air gets a little warm once in a great while if I'm moving constantly.
Listen for moment of the blend door it changes cab temps. If it can be heard. Check coolant level. Its possible there is a air blockage.

Check all vacuum lines first for any possible leaks especially if you have a flow control near firewall or hoses going through firewall. If you feel hoses going to heater core, are they both hot to touch when engine at normal running temperature? Coolant level is up, and been bled properly? Did you have to add coolant lately for any reason?

First of all make sure your anti-freeze is at specification level's as well as make sure With the engine cold start the vehicle remove the radiator cap and make sure you see the flow of anti-freeze while keeping your hands as well as your clothing away from moving parts feel both hoses going into your heater core if the one on top of hot one on the bottom is cold then you have a Clogged heater core in which case you will need to flush the system . a simple garden hose will do the trick simply remove Both hoses to the heater core with the hose at the bottom line apply the garden hose until liquid comes out at the top of the other hose will probably see a lot of gunk. Also ensure that the vacuum line to the round ball under the hood is connected and not dry rotted.this will cause a vacuum leak to not allow the switch to fully engage from cold to hot. the most probabale cause of this would be a disfunctional hear core if you replace your heater your heater will more than likley work the the way it's supposed to

it sounds more like the thermostat, a thermostat will cost around 8 to 12 dollars,just remove the thermostat housing and replace the old thermostat then reinstall the housing
