The problem is the belts are not properly tensioned -- return it to whomever replaced the belts.

when changing a serp belt i recommend changing tensioner and idler pulley's also that could be causing the squealing you mention were all pulley's checked for free spin when belt was off ? Not really sure what would cause hesitation unless you have a serious drag on serpentine belt

Serpentine belt on 2006 Ford Taurus SEL squealing.

The belt has most likely moved either in or out on the bottom pulley. Check it first. I had the same problem it looked ok but was out one groove missleading designed pulley.

Makes squealing noise

The squeal would be the alternator slipping on the belt. I would think either the newly installed belt is not the correct length, or the belt tensioner is no longer doing its job properly.

If the belt you just had changed was the timing belt it may be related. I loose timing belt will defiantly cause a problem. Jumpstarting is not going to solve anything...unless the battery is run down. Check back with whoever did the work and ask them if they did anything that might have caused this.
