If the blower is your problem, then it's probably the switch. If it was just working on high before, and now it's not at all, that's your first clue.

The switch on your dash. Fan control. Blower switch.

Could be one of blower motor relays contacts stuck closed . There are two blower motor relays 1 & 2 . One is located in the under hood fuse/relay box .
Or if your explore has automatic HVAC , it could be the front blower motor speed controller , this have been known to do this .
Which HVAC does your explorer have , manual or electronic automatic control.

2002 Taurus ac comes on and is cold but doesn't come threw vents!

the most likely problem would be a blockage in the ducting from the blower motor to the vents, the blower motor is malfunctioning or the valve that changes where the air goes is stuck sending the air somewhere else.

Dashboard does not light up, blower for ac/heat does not work (I can hear vent move with controls) and high beam does not work.

verify blower motor is good? Blower motor stuck on high? you need a variable resister. A plug in unit near the motor. make sure that you install completely before checking. The resister need the air flow to keep it cool, you will burn a new one out in seconds if it is not installed in the case before checking.

2002 explorer, heater n ac fan turns off and on

If you are talking about the inside heater a/c blower motor, it may be starting to go. You also might want to check the blower motor relay in the black junction box under the hood, usually near the battery. If this relay is cutting out, it may be bad or may be cutting out becuase the fan motor is drawing too much current due to wear.
