SOURCE: engine management light on

I had this exact issue. It was a timing issue. Basically, the spark plugs were dirty and could not fire at the correct time over 4000 RPMs. I replaced the plugs and wires and reset the check engine light. Runs better than ever now.

SOURCE: rev limiter

You'd probably have to get a reprogrammed or chipped engine computer. Removing the rev limiter though is a sure fire way to destroy your engine. Even Ferraris and Porches have rev limiters.

It's made that way. It is a limiter built into the PCM.

Car stuttering

The rev limiter kicks in at about 6800 RPM to prevent "coast over" to unsafe revs, so I suggest you have a custom programmed PCM that eliminated the rev limiter feature or moves up the RPM limit.

My 2003 montey hits the rev limite at 4000

if you are revving the engine in park or neutral it will hit the rev limiter as this is designed into the computer so the engine won`t get damaged due to over revving.

RPM meter jumps and bobs up up and down when under 3000rpms, but its running fine, just the meter that is not working correctly.

yes rev counter has a problem,. remove rev counter from speedo cluster and take to instrument place to get circuit checked and rectified, give clear discription of symtoms under 3000rpm fluctuates etc.
