The reason is simple, the reverse lights do need a switch to come on. There is a switch located in the transmission. The part is called backup lamp switch, it is easy to replace, tell the mechanic to replace it.
The reverse light switch is mounted on and actuated by the transmission select shaft which protrudes from the side of the transmission housing.
If that does not fix the problem, then wiring to reverse backup lights must be tested reading continuity from fuse to transmission switch and from fuse to lamp holders contact.
