Easy to test pump. Takes two people. Disconnect fuel line at carburator and hold end in a catch can. Turn over engine. Does fuel come out. Yes, problem is not fuel pump. No, proplem may be pump or might be clogged fuel line or a fuse. rule out fuses first (cheapest) fuse will be labeled fuel pump. Don't jump your fuel pump while it's in the car. OK to jump it on a test bench but in the car full of fuel is a bad combination with sparks....

Yes, you can "jump" the fuel pump switch, I would not recommend you do it yourself because if you do it wrong (jumping the wrong connectors on the relay) you fry your computer ... and that's expensive to replace.

also, to clarify, the vehicle does not start?

Engine needs 3 things to start, Compression, Fuel, and spark.

If engine cranks, it's probably not the starter.
If you have spark at the spark plugs its not ignition.
If you have compression ( easy way to check is to remove a spark plug and crank the engine you should see a puff or spray blow out of the spark plug hole[and it should be a nice noticeable spray if its weak you may have compression issues], this can also verify if you are getting fuel or not) if you have compression, its gotta be a fuel issue.

The fuel pump coming on may not necessarily mean the fuel pump does not work, and just because you can not hear it does not mean it is not running some fuel pumps are very quiet.

Hope this helps you, if not let me know what you tried, what worked and what didn't and we can try another approach.

Thanks

    rjbeg123, I'm Not trying to be a ****, just correcting you on something I noticed;
    carburator? in a 1998 .... carburetors were almost completely obsolete by the late 1980's

    Other than that "typo" Very good information, Fuses, followed by fuel pump relay, fuel injectors and follow your way back to the fuel pump itself

    Also to add, Fuel pressure is normally around 35-65 PSI in a fuel injected system (which you most likely have) there should be a place to connect a gauge along your fuel rail.

You need to check fuel pressure, if your pressure in completely 0psi then you can proceed to trying to jump the pump and see if it would build any psi. you can also have a very low pressure case and that would indicate the pump has come on, maybe not as loud as it should be but at least you can narrow down that its recieving power and ground.

    There is a fuse panel in the engine compartment and there are 2 relays in that panel. There are 2 nuts (10 mm) that hold the fuse panel down. Remove the nuts and turn the fuse panel upside down. On the bottom of the panel where the outside relay is there is a green wire with a yellow stripe. Connect a wire to the positive side of battery and then touch the connector with the green and yellow wire and that will power fuel pump.

Have you checked the fuel pump relay to see if it is sending power to the pump ? The computer grounds the relay when the computer "sees" oil pressure or engine RPM.

Not getting power to fuel pump

the only way to know if your not getting voltage to it is to test the wires. If your just not hearing the fuel pump turn on it could be no power but also it could be a failed fuel pump.
