if the cat was pluggin you would see this as your going down the road it would not get to top speed .. They act up usually only run 40 top speed.

some cars do have recalls for bad codes being thrown check your dealership and if theres no problem they can block the code so your engine light will not come on for that code

These bolts usually have become very hard and brittle from the high temperatures. You will need carbide drill bits to drill into the bolt remains for insertion of an 'easy-out' tool. 'Penetrating oil' squirted into the threads may help remove the ends.

That was a common problem with the long/short bolt starters. The solution is the newer style starter with the 2 long bolts. I just replaced mine today. It already has the 2 long bolt style unit, but the new one came with a long bolt for those doing the conversion.
