Can I use a Sprinkler timer on exterior lights?

as long as the output of the timer is the voltage of the lights. If they are 110v lights you will have to have a timer that will supply them 110v. I don't believe that the water valves the sprinkler timer control are 110v most are 24v.

Today at my sisters house lightning struck her sprinkler system and now my car wont start. And my car was parked in her driveway. Her husbands car is not starting also.. My light work it just wont start......

The security system (VATS/PassKey) is faulty.
There is an easy DIY way of bypassing the VATS system entirely, including the TDM (that goes faulty very often with the age of the car). You can find the write-up here:

Front washer doesn't work

Take a tooth pick and clean out the small hole in the spray nozzle. These get clogged from car wax, dirt etc. Do not use anything other than a wooden toothpick to clean the nozzle.

Leak at Driver's Side Door (dripping slowly)

Body leaks are very, very hard to pin point, mechanics usually want to go home when they ge one, but here is the way we track them down, if you feel the leak is from under the put a sprinkler hear under the car and turn it all full blast get inside and try to see where the leak is coming from, if the leak is from up top area then do the same thing, let the sprinkler rain on the car, as much water as possible, once you do find the leak get some body caulking or a can of spray under-seal and spray the leaking area, it is most likely a welded seem that is leaking. GOOD LUCK.
