This is a sign the insulation on the magnetic coil is worn.
The only corrective is to replace the starter.

2000 volvo v70. Radio was left on Would not jumpstart...battery takes a charge soon as it is connected to car..smoke starts coming from either starter or alternator and if I turn key on..blows fuse

that question is not very clear, is the smoke coming from the starter or the alternator ??? obviously which ever it is , the smoke will indicate a short circuit in either the starter or alternator and this is why the fuse blows when you switch on you need first to determine if it is the starter or alternator then get it replaced or repaired.

Turned key once, it tried to start but didn't, turned key again but nothing happens except smoking under hood. what is going on with my car?

If you are having smoke coming from under the hood you may have an electrical issue. Check battery and cables for no corrossion as well as tight connections. You may also have a high amperage draw from the starter motor causing excess heat in the wiring producing smoke and may have to have the starter replaced.

How do I figure out if the starter needs replaced _ what are the symptoms?

Yes, it could be the starter. It also could be the battery. I've replaced the battery three times in my 20 year old car, but the original starter is still fine. I'd have the battery checked before I replace the starter.
In another car, I had symptoms like bad starter, but in that car, the starter was really expensive, and on a hunch, I had the charging system tested. The "new" battery was defective, saving me hundreds when I didn't need to replace the starter.

I have a 87 Chevy silverado when I turn the key over it clicks then smoke comes from under the dash on the passenger side is it a problem with starter

No....You have something else going on here and I don't know where to start exactly. You will have to have someone else observe where the smoke is coming from but it should low voltage. I would have a pro look at this one.

I just replaced the starter on my daughters 1996 Honda Accord it started overheating and shutting off she put antifreeze in the radiator but it continued to smoke and shut off again now it won't s

If the smoke is white ,it's water (head or gasket)
Timing belt will shut it off completely.
Can't see any way the starter could have anything to do with it.
However if it has a head gasket problem, hydrostatic lock can
make a good starter look bad(,water will not compress like air)
so if there is water in a cylinder the engine won't turn over.
If a head gasket is bad there will be white smoke out the
tailpipe and bubbles coming out of the radiator (cap off while
cold)

I got a friend to put valve gasket covers on my marquis once he finished we cranked the car a lottttttt of smoke started coming from the tailpipe and from under the car so he went back in and resealed the...

im not gonna defend the guy, but when an inexperienced person changes a valve gasket, oil drips everywhere . it gets on your exhaust manifold and will burn off causing your car to smoke like cheech and chong!. as for smoke coming out of your tailpipe. that could be something completely different., why did you think you needed to have your valve cover gasket replaced? were you burning oil. or was oil pouring out of the valve cover? did you check your oil dipstick? was it milky? or clumpy? was your car losing power? need a lil more info. starter could be he shorted it. or it was just time for it to go. starters just go sometimes. no warning. but like i said no info. smoke deffinately worse cause of oil on exaust manifold. it will burn off eventually. hopefully that will be the end of the probs. but check that oil. look for color like milk. power in car getting less and less. if thats the case. than blown head gasket. many other possibilities. does it leak coolant? maybe freeze plug popped out. lets just hope alot of spilled oil and big smiles. :)

Will not start, clicking in engine, and smoke or steam coming from engine

Sounds like something is shorting out starter.
Disconnect battery terminals, get shop manual and inspect and clean off and repair any wiring to the starter.
Reconnect and have the battery checked out (Open circuit voltage test, and load test.), do starter current draw test if a-ok put back into service. Normally I would have you do a voltage drop and current draw test on starter circuit BUT SMOKE MEANS THE SHORT WILL BE OBVIOUS. Good luck and be careful I'v eseen these things start fires and cook batteries.

Battery seems dead but lights and everything electrical seems fine smoke comes from battery if you jump it

Okay, what you seem to be saying is the battery does not turn over the engine and the battery smokes when you jump it to start it. But the lights and radio and everything works except the car will not turn over by itself. The battery smokes because either the battery has a short in it, it smokes because the starter is dragging, and/or the jump wires are not hooked up red to red and black to black. You need to have the battery and starter checked. If the car runs take it to an autoparts place to test. Or if it won't run take out the battery have it tested and if it is good, then take out the starter to test it.
