The lighter is the fuse the OBD uses to read the PCM, but Ford and Mercury added a relay to. Depending on the vehicle , they used two different ones. If vehicle has the CCRM is located on the diver side by the radiator and the other is called GEM relay, usually located behind the fuse block under the dash driver side.
