Car will not blow heat Have changed thermostat and temp control panel
Is the radiator full of good coolent is heater hoses hot if not the water pump may be bad if the hoses warm the problem in side the h vac system

YOU HAVE AIR IN YOUR WATER SYSTEM OR GOD FORBID A LEAK IN YOUR RADIATOR OR THE PIPES CAUSING LOSS OF WATER IF YOU HAVE AIR IN THE SYSTEM THIS CAN BE A PAIN THE BEST SOLUTION TAKE IT TO AN EXPERT

SOURCE: coolant doesn't heat up!
the temp sensor just tells you the temp of the coolant and it controlls the coolant fan to turn on and off at a certain temperature........have you check for coolant leeaks???

It does sound like the thermostat. The sensor does not control the thermostat in any way, it only reads the temperature of the coolant. Your symptoms are classic of a thermostat that is stuck open or partially open. Take it back and tell them what is going on and have them show you that the thermostat is fine.

if the fan is blowing this could be a problem with the climate controll switch that changes the direction of air from floor to defrost to vents, some are vacuum controlled through a vacuum operated mechanism that opens and closes a door in the vents which redirects the air to different places.
