I would not think it necessary to remove a fender to replace the cable. Have it checked out by a mechanic/panel beater as there are only clips holding the cable in place through rubber grommets.

How to replace a hood release cable on a 2002 chrysler town and country

In most instances, you will be starting under the hood with the connection to the hood latch itself. Because these were not made to be easily serviced, you may need to take apart quite a few grille parts or front "radiator support" parts to access the end of the cable. Once you get the end of the cable separated from the latch, you will observe where the cable is routed around the left fender and inner fender panel. Now, go to the inside and find out how to detach the handle from the dashboard area. You may need special tools here.
Pull the handle/cable put from inside the car, after it is completely detached. God bless your efforts.

How do you install the hood release cable on a 96 honda civic dx?

TOOLS:
Screw Driver, Plastic Cup to place your bolts.

STEPS:
1. Buy a new latch for $20 max. or $5 from your local junkyard
2. Open your hood. Take out your grille. Front bumper. Driver side fender and plastic fender cover.
3. Take the plastic panel covering the hood release latch. (should have 1 plastic screw, just pop that with a flat-head screw driver)
4. Remove bracket (2x -10mm bolts)
5. Remove the entire broken hood release with your new one.

Replacing the hood release cable.

When you open the hood, remove the plastic clips. they're should be around 5 or 6 of them. after that they're are 2 10mm screws on the bottom of your car. remove those. After you remove those. Then at the end where the fender connects to the bumper on both sides they're are 2 phillip screws.

Front fender removal

Hiya... here's the details of fender removal/installation:
the left-side (same for right-side) fender has 6 bolts attached to the "sidebody" frame.
The bolt location:
3 are on the top fender-easy to find when hood is open,
1 is hidden at the rear of top inner fender-just open the left-front door wide to find it (early equinoxes had foam-like noise absorber material in it, just remove it from underneath fender after the wheelwell liner is removed),
1 bolt is hidden at bottom of front fender area at headlight/bumper area-you need to remove plastic wheelwell liner to gain access,
1 bolt is hidden at bottom of rear fender area where the black plastic rocker panel meets below the fender...
THIS area is probably the most difficult task to do since it requires you to remove a small bolt found on the front of rocker panel behind the front-left wheel then use a flat screwdriver or clip removal tool to pry open the black plastic **clip's 'dime-sized' head prior to pull out the clip's body (it has 8 clips underneath the chassis) then use your hands to grasp the rocker panel underneath, pull it down-toward you...this should do it....USE CARE during rocker panel and clip removal/installation so you don't break the clips!
It also has yellow plastic clips inside the rocker panel (used as a guide during installation into rocker sill holes-use caution not to break it)
**note: early equinoxes had rocker panel clips that you can actually pull it out from the hole, while later equinoxes has 'built-in' clips inside rocker panels that you don't see the clip heads below it due to engineering part design change**
Be sure to exercise care when handing this task!
