first thing i need to know is did the timing belt break?
second is are you sure you aligned the timing marks and after the belt tensioner was tight you rechecked to make sure the timing stayed where you had it.
next step would be a compression check to if a valve was bent whenchanging the belt
i have seen this happen and this engine is an interferance engine.

DID THE BELT BREAK AND THEN IT WAS CHANGED. If so then you may have bent valve. IF NOT then vehicle may be timed wrong. Here is a diagram of your timing marks, http://www.2carpros.com/car_repair_information/tec_info/2002/hyundai/accent/2002_hyundai_accent_timing_belt_diagram_marks.htm contact if you need more help. Call your local National Guard Armory, Fire Station, State College auto program or High School Auto Shop and ask if they have somebody that would come put it on for you. Ask you pastor who the "auto guy" in the church is, if you don't have a church call the biggest church closest to you and ask the receptionist if they have an "auto guy" that would help you. The local senior center or VFW hall have "auto guys" . If you were within 50 miles of 83501 I'd come do it for you.
Removal & Installation Raise and support the vehicle.
Remove the engine splash shield.
It's O.K. to ask for some help.
