You should add it to the power steering pump reservoir, which if you have the 3800 series II its behind the engine on the passenger side.

I had this exact car and I had all the same problems your talking about, The pump although I can't tell you for sure is on the left side of the engine as your looking at it. If it is whining it is because it is low on fluid, also when topping it off fill it to the full mark while it is running. If it is foamy turn the steering wheel all the way left and all the right a few time to help get rid of the air. You may have to let it sit a while to let the bubble escape, check and do this again, it could be a bad pump also. The overheating problem I had with mine was a bad temp sensor for the computer. It has two temp guages and the computer uses on to activate the fan as needed. I also had another problem with mine, on the front of the intake is a small plastic elbow for a heater hose and this goes bad. Had to replace mine. Wasn't hard, and the part was cheap. hello, the power steering pump is mounted on the passenger side of engine, towards the fire wall. it is mounted very low, very hard to see. the fluid goes in the top of the pup. here is a picture of the pump
