What is causing the fast Idle and slowing down

well gee, there are 50 reasons.
did you scan the PCM yet, if not ,why not?
when the idle surges, that means.
NO RPM ranges stated, if super low rpm check EGR.

1: engine lean and ISC dead, or cant handle the huge engine power drop..The PCM can even make this worse!, buy hunting the ISC to find spec, idle and failing... to...
2: or any of 50 other things causing huge engine power drop and PCM can't maintain idle controls.
super lean burn.(bogging)
super rich burn, misfire for 50 reasons.

i cant hear your engine, nor feel it, or see it shake from gross misfiring.
no can i drive it and see/feel power loss,
can I?
asking net bunny's this (blind as bats)
is "OVER THE TOP" no?
so here , ill toss the dice for you
and guess gross misfiring.
ever get a tuneup this decade, if not bingo , no?

and the others...

link even has the 50 cause list, to show the futility of guessing!
we do 1 to 10 tests. and find it.
for sure.

as you can see EFI systems are complex.
gue$$ is not only expensive but can net you 2 problems easy.

Engine continously revs while idle? And battery light on? Is this a combined issue or separate issue and how costly?

Idle problem:
-you might want to check your coolant level. Low coolant or air in the coolant system can cause idle jump up and down.
-also a bad air control valve can cause idle problem.

Battery light:
-usually cause by a bad alternator(replace alternator)

Idle problem, engine revs up and down

This may be due to a bad idle air control valve, or being low on coolant will cause this problem also. the only other thing is the power steering preasure switch, this switch when it goes bad it causing idle to go up and down, hope this is helpful.

How do slow down the idle on a 1995 chevrolet 350 engine

there not suppose to be any adjutments made for idle. high idle is usualy caused by a problem the computer is trying to confresate for something by keeping idle high ,check see if check eng light is on .check for bad coolant sensor corroted batt cables, poor battery connections, 02 sensors functions.if you really want to take down idle there is a small screw on throddle body in some model look for a air screw ,a large straight edge screw near air intke or on throddle body .but i dont recomend adjusting idle unless you ve fixed the problem that causing the pcm to raise the idle to prevent stalling of the eng

Revs up and down at low revs

you need to clean or replace your idle air control valve(IAC). The IAC allows your engine to idle smoothly by opening and closing a valve that allows air flow to the engine that is monitored by the computer. The IAC get dirty causing it to stick and move slower than it should which causes the up and down idle

usually idle that goes up and down is cause by a bad "idle control valve" located near the throttle body. Needs to be replace.

Engine will start at very low idle, sometimes killing, then may fast idle, then low idle, back and forth. What may cause this?

check and make sure air filter is ok, and there are no restrictions in hose to throttle body, check iac (idle air control.

While Idling the rpm jumps up and down

Here is the common cause of surges (idle speed goes up and down), stalls at stops, slow idle speed, erratic idle speed, rough idle and engine hesitation (and other problems), it is in most cases the idle speed control air-bypass valve and or throttle valve and upper intake, these area's get full of gunk and combustion residue over the miles and cause idle issues (stalls, low idle) like yours, Get a can of intake cleaner from any local parts store, not carb spray, intake cleaner, it is made by a company called CRC, remove the air intake hose to the engine, hold the idle high so the engine won't stall, then spray the can of cleaner into the intake while keeping the engine running, use at least 1/2 the can, shut down the engine and disconnect the battery for 5 minutes, then restart and complete a number of mixed driving cycles, town, freeway, stop and go etc., after a few days the problem will go away as the system will relearn to the clean intake.

Idle fluctuates

Its could be a few things. Most likely cause is you IAC (Idle air control valve) If this valve gets clogged up with carbon it will cause a idle surge on cold starts like you are describing.

Next your FITV (fast idle thermal valve). When the hot wax inside of this valve starts to wear it will cause a idle surge on cold starts.
